1. Introduction
Rural development is an important part of India’s overall social and economic progress.
A large section of the country’s population still lives in villages and depends on
agriculture, livestock activities, tourism, and small-scale businesses for livelihood.
To improve the living conditions of rural citizens, the government has launched several
welfare schemes related to healthcare, housing, agriculture, pensions, education,
employment, and financial support.
However, in many villages, people are still unable to benefit fully from these schemes
because they do not have proper awareness or guidance. Lack of information, digital
illiteracy, communication gaps, and complicated application procedures prevent many
eligible citizens from accessing government support.
This report focuses on Kuriya Gaon, a village located in the Bhimtal Block of Nainital
District, Uttarakhand. The study examines the issue of lack of awareness regarding
government welfare schemes and explores how technology-based solutions can help improve
communication, accessibility, and participation in such programs.
2. Village Profile
Kuriya Gaon is a rural settlement situated in the Bhimtal Block of Nainital District
in Uttarakhand. The village is located near Bhimtal and has comparatively better road
connectivity and mobile network access than many remote hilly villages in the state.
According to Census 2011 data, Kuriya Gaon has a total population of approximately
2,033 people living in around 445 households. The village has a literacy rate of
84.97%, with male literacy higher than female literacy.
The village economy is mainly dependent on agriculture and allied activities.
Because of its location near Bhimtal, some villagers are also engaged in tourism-related
services and local businesses.

3. Population and Occupation Pattern

Animal husbandry is also an important livelihood activity. Many households maintain

In recent years, some educated youth have migrated to cities like Haldwani, Dehradun,
and Delhi in search of better employment opportunities.
4. Available Infrastructure
Education:
The village has a Government Primary School and an Anganwadi Centre. However, students
must travel to nearby towns for higher secondary and college education.
Healthcare:
Kuriya Gaon does not have a dedicated Primary Health Centre (PHC). Residents depend on
ASHA workers, healthcare camps, Bhimtal PHC, and hospitals in Haldwani.
Transportation:
The village is connected through motorable roads linked to the Bhimtal-Haldwani route.
Public and private transport facilities are available, although transportation becomes
difficult during bad weather.
Electricity:
Most households have electricity connections under rural electrification schemes.
However, occasional power cuts occur during storms and heavy rainfall.
Internet Connectivity:
The village has access to 4G mobile networks provided by companies such as Jio and
Airtel. Internet connectivity creates opportunities for digital services and online
communication.
Water Supply:
Water is mainly supplied through natural spring-based pipeline systems. Water availability
reduces during dry seasons due to dependence on natural water sources.
5. Major Problem Identified – Lack of Awareness of Government Welfare Schemes
One of the major problems identified in Kuriya Gaon is the lack of awareness regarding
government welfare schemes among villagers. Although several schemes are available for
farmers, women, students, elderly citizens, and economically weaker groups, many people
do not have complete information about them.
Important schemes such as PM-Kisan Samman Nidhi, Ayushman Bharat, PM Awas Yojana,
crop insurance schemes, pension schemes, and skill development programs are not fully
utilized by all eligible beneficiaries.
In many cases, villagers do not know about eligibility conditions, required documents,
or online application procedures. As a result, deserving people either apply very late
or fail to apply altogether.
6. Causes of the Problem
Several factors contribute to this issue in the village.
One major reason is limited digital awareness among villagers, especially elderly
citizens and less educated residents. Many people are not comfortable using online
platforms or government websites.
Another important issue is the complexity of application procedures. Most welfare
schemes now require online registration, digital verification, and document uploads,
which become difficult for people with limited technical knowledge.
Communication gaps between government departments and villagers also reduce awareness.
Information often reaches people through informal sources rather than direct official
communication.
Language barriers also create problems because many online portals and documents use
technical or formal language that rural citizens find difficult to understand.
7. Affected Groups
The lack of awareness regarding welfare schemes affects different sections of society.
Farmers often miss agricultural subsidies, crop insurance benefits, and financial
support schemes.
Women face difficulties in accessing welfare programs, self-help group opportunities,
and financial assistance.
Elderly citizens struggle to access pension and healthcare-related benefits due to lack
of proper information and digital support.
Students sometimes remain unaware of scholarship schemes and educational assistance
programs.
Economically weaker households are among the most affected because they depend heavily
on government support systems for financial stability.
8. Existing Solutions and Gaps
Some efforts already exist to improve awareness in the village. Panchayat announcements,
government advertisements, awareness camps, ASHA workers, and Common Service Centres
(CSCs) help spread information about welfare schemes.
However, several gaps still remain.
Information does not always reach every household on time. Awareness programs are not
conducted regularly, and many villagers still depend on middlemen or informal advice.
There is also a lack of proper follow-up support after awareness campaigns.
Digital literacy remains limited among sections of the population, making it difficult
for villagers to use online government services independently.
9. Role of Technology in Rural Development
Technology can play an important role in improving awareness and accessibility of
government welfare schemes in Kuriya Gaon.
Mobile applications in Hindi or local languages can help villagers understand scheme
details, eligibility conditions, and application procedures more easily.
SMS and voice alert systems can provide updates regarding new schemes, application
deadlines, required documents, and registration status.

Technology-based interventions can improve the efficiency and accessibility of welfare
programs in rural areas.

11. Conclusion
Kuriya Gaon is a developing rural settlement with good literacy levels and improving
digital connectivity. However, lack of awareness regarding government welfare schemes
continues to affect many residents, especially economically weaker groups who depend
on public support systems.
The study shows that the issue is not only administrative but also related to
communication and digital accessibility. Technology-based solutions such as SMS alerts,
mobile applications, digital help centres, and awareness programs can significantly
improve access to welfare schemes and government services.
With proper planning, local participation, and government support, technology can help
bridge the information gap and contribute positively to rural development in Kuriya
Gaon.
